The First 5 Sacramento Advisory Committee is a technical advisory body to the First 5 Sacramento
Commission. The Commission is responsible for the allocation of Proposition 10 funds (cigarette tax
money) for projects and programs serving children 0-5 and their families. Approximately $12 million
is generated annually for Sacramento County children and families as a result of Proposition 10.

First 5 Sacramento funding is focused on seven areas with the following goals:
- To decrease African American child death
- To increase utilization of medical, dental and mental health services
- To improve breastfeeding rates
- To increase access to affordable childcare
- To increase quality practices in early care and education settings
- To increase school readiness for kindergarteners
- To increase use of effective parenting skills/decrease child maltreatment rates
As a technical advisory body to the Commission, the Advisory Committee’s responsibilities
include:
- Reviewing and making recommendations on the strategic plan and updates
- Participating in the review of proposals and making recommendations to fund projects
- Assisting in the implementation of First 5’s Racial Equity, Diversity and Inclusion efforts
- Serving on the Commission’s subcommittees, including:
- Evaluation, Financial Planning and
Systems Optimization & Sustainability (SOS)
- Updating the Commission on Advisory Committee Activities
- Advising the Commission on emerging issues
